Create new fill attributes

I have no issue creating new fill types for simple tile patterns that are of the same sizes by duplicating the default types but what if I want to create something tile patterns that have two different sizes like this....Please help!

You need to create a 'symbolic' fill.
You can draw the pattern in plan, copy it and paste it into the fill dialogue.
