Turn on the 'Arrange Elements' toolbar. There is a button on there that locks whatever you have selected. The same function is found in the menus under 'Edit'>'Locking'.
You could even lock the layer that the reference is on. Click the little padlock next to the layer name in the layer settings dialog box.
If you were using trace and reference you wouldn't have to lock anything as it is designed not to be selectable!

I have shortcut keys to be able to quickly lock and unlock elements while working.
