Story Range settings of Module's publisher set jumps randomly in TW - AC26

Recently we came across a very weird issue with the Module publisher set in AC26. It only happens in TW environment so I drop the question here. I also asked the local support, but basically we couldn't find a way to reproduce the issue, therefore we couldn't move forward with the case.

We set up the project with hotlink modules created using the "iceberg method". Essentially the mods are made in negative stories and we use the publisher set to export the mods. Inside the set, there are mods having different story range settings. Here is the problem: a person joins/reopens the project, and the story range is randomly reset to one single setting to all mods (we don't know exactly how to replicate the issue, this is just a theory). For example:

If they don't reserve and double-check the settings before publishing, it would mean most modules will now have incorrect stories exported, resulting in data loss if we update the mods right after that. This happens on 2 different projects.

Right now, we survive by splitting the publisher set into smaller sets for different story range settings (so that it will not get cross into the wrong mods), however it wasn't a problem in previous Archicads, and it's difficult to keep track of which project is having this problem. Of course I can't replicate this issue on a solo file, so it must be something on the BIMcloud side and/or AC26
