Is it possible to change project preferences in .plp file.
Trying to set up new dimension standard but even when I am
logged as admin OK button is still gray...

You need to log into the project as Team Leader with Exclusive Access.
Then you can change anything in the shared project file.

Teamwork2 in AC13 is much more flexible in this and many other regards.

TW2 is definitely much easier. Not perfect, but easier.

The TW1 cheat sheet I provided here may help you figure what can and can't be done.
