fluorescent lights

I need to model a simple fluorescent light source - with a variable length of tube and intensity. The only lights i can find are complete assemblies including the diffuser and lamp body

Alternatively is it possible to rotate an existing ceiling mounted fluorescent light around the x or y axis?

Axis orientation failings of Archicad fixtures aside, you'll notice that those fluorescent fixtures contain a light source "Light Cone Down" that provides diffuse illumination and can be aimed in any direction.

My book addresses several problems like this by using primary light sources to illuminate scenes and fixtures merely as props.

And now that i have correctly read your question, you merely want to model a fluorescent tube. In conjunction with the light cone, model a cylinder with a "Constant" reflectance in a bluish white color. Then aim your light cones [or general light sources] accordingly.
