Publisher sets based on criteria

Being able to set up Publisher sets based on layout criteria - eg publisher set based on last transmittal or current transmittal

You can already publish layouts in the current transmital sets

Yes but this still relies on the layouts being in the publisher set, if they aren't in the eg PDF publisher set then they won't be included.  What we want is to be able to have a dynamic publisher set where the layouts are automatically added by criteria, eg transmittal set but potentially also drawing status, or number etc
