'Release All' should revoke previous requests by the user. The current system allows staff to have elements reserved even though they have released all and closed Archicad.
Example Scenario:
A has the layer settings reserved.
B requests the layer settings, but gets no response (maybe A says they fixed the issue)
B finishes for the day, releases all and closes Archicad.
A finishes for the day, releases all and closes Archicad.
C needs the layer settings, but now it's reserved by B.
