calculation units and working units as view setting

I have a situation where I need to show labels with elevation (to sea level) on my foundation plan. Level dims only work for certain elements, and only the top of those elements. Labels can pull top/bottom to sea level, but need to show in decimal  feet, not fractional feet. If I change my working units or calc units to get my foundation plan to show correctly, my door and window schedules are suddenly showing 16.289'x10.157'; which NOBODY wants or needs.

This is also important for reporting numeric values in tables, which also use Working units or Calculation Units Preferences instead of Dimensions Preferences.

A typical example is the listing of geodetic coordinates, i.e. the position of an object relative to a Survey Point. In my work environment I use "mm", but I would need to output coordinates in "m" to a table and that is not possible.

There are plenty of examples where this would be useful. Just now trying to create labels for code plans, which we want to display egress widths/capacities in decimal inches, not feet and fractional inches. It's this close. If calculation units settings could be stored and applied per view like you say, all would be solved.
