DesignOptionConfiguration Content

Is there a way to create/modify a DesignOptionConfiguration ? 

And is there a way to extract the 'full configuration' of a DesignOptionConfiguration? (currently only Name and Guid, ..)

I would like to be able to retrieve the actual DesignOptions activated for a certain DesignOptionConfiguration.
