The source code for standard ArchiCAD add-ons isn't usually open-source, and I doubt it is available anywhere.
I assume you've looked through the examples with the API dev-kit? I don't remember an example which creates a dimension, but the principles involved in creating any element should be relevant.
Take a look through the documentation covering the creation of elements, and look at the data structure 'API_DimensionType' for a start.
