On some Psets there is a pop-up Property tab. If there are pre-defined (by graphisoft) properties, you can both fill in values as appropriate for these as well as create NEW Properties by clicking on the NEW tab.

If, however, the Property tab does not already contain Properties, then you can not create NEW ones by clicking on that tab.
