No, there is no such option but there is a way you can make it work.
Create a Property in the Property Manager Dialog and make it available for all element classifications.
Then select all the elements in the region you wish to schedule and set this Property of all those elements to a certain value.
Then in the Scheme Setup Dialog, create a criterion so that only those elements are scheduled the Property of which equals this value.
