VRML file units/scale problem?

We had a problem when saving out a VRML file to 3D Print.
It seems to be scaled OK for inches, but prints 10+ times smaller.
There does not seem to be any info on the subject.
Does anyone know what the problem could be?
Does it export as metric, feet, or something else???
Need to know ASAP!
