Xref linetype scale

I keep having this recurring problem. I think i've figured it out, then shot down.

I have an autocad site plan. I get all my linetypes and scales set up like I like to see them. Scale is in model space, so it's 1 foot equals one foot. Units are set to inches.
linetype scale is 48, celtscale is 12. (not sure if celtscale has any relevance here)

Xref into AC via a translator. Translator has units set to one inch.
Constant scale factor is one, set to 1:100. (not sure what that does either)

Linetype method is set to "keep existing linetypes when open" Am assuming that is referring to the Autocad drawing linetypes and will keep those linetypes and inset them into the xref

Scale of the archicad drawing is set to 1 foot = 1 foot when inserting the xref

upon inserting, the scale of the lines is not the same as it is in the autocad drawing. The scale factor must be wrong somewhere, but I don't know where.......

Sure would like to get this figured out once and for all.
