I'm interested in working with the plug-in plan2model, but i only found this plug-in for ArchiCad V.9. I want to know if there is a newer version of the plug-in, or if there is a way to install it on AC 11.

No word of any newer versions has been heard in the last couple of years.

I'm familiar with plan to model. You can set up the same approach in any version of archicad that has favorites. Set up favorites for all model elements and then trace/magic wand using the dwg as a reference.
A drawback is the end product will reflect inaccuracies of the dwgs.
Ultimately you are better off learning how to use the program including learning to draw 3D elements and set up and use favorites.
