stumped... dwg export and layer visibility in vp woes.

I am having a strange problem. I am exporting my project to DWG of over 40 sheets.

certain viewports are exported and show nothing. If you open the viewport and check the layers have been turned off for that specific viewport (viewport freeze). most of them are fine...

I have been unable to distinguish why certain plans work fine and others do not. Anybody have any ideas? It is much appreciated.
