Can curved dimensioning for between points be inserted on ArchiCAD 29?

We have always had curved dimension geometry.

If this is not what you mean, can you show an image?

And it is too late to add anything new to 29.

If you want something else you should make a wish in the wishlist for consideration in future versions.

Sometimes an architectural element is composed of multiple segments that create an apparent curvature. In most of these cases, it's not necessary to dimension the individual piece (see image), but the entire "apparent arch" with a curved dimension. Therefore, it would be useful to have a curved dimension that can be passed through three points.

I see, thanks for the clarification.

You want to dimension the curve of straight elements that form a curve.

This is not possible without first drawing a curve through 3 points and then dimensioning that curve.
