Dimensioning distance and vector of 2 points. (ie I want to dimension a boundary)

Is there anyway to replicate boundary survey information as a dimension?

Distance (different units) and Vector (relative to project north)

Either using 2 points for a dimension or pulling leader information from a line or (beam?) object

I am trying to figure out if I can replace a boundary library object using the default tools of Archicad.
