Line thickness is controlled by pen sets. Either change your reinforcing lines to a pen which is the right thickness, or change your pen sets so whatever pen is assigned to your reinforcing is the correct thickness.
As for fills not showing on layouts - are you placing views from your Project Map or View Map onto your layout? You should be placing views from your View Map, which should have saved Model View Options assigned which control things such as how different types of fills (Drafting, Cover, Cut fills) display, among other things.
