Renovation Filter Not Changing

Hello - I am working on a project using renovation filters to create several design options. I am ready to switch to my final design and do construction documentation. However, everything I insert / draw on any of the plans comes in on one of the design filters.

The Renovation Palette is set to the correct filter and elements are set to be new. The view settings for each view plan are set to the correct filter. The renovation setting on items / documentation items is grayed out and indicates the status is new and 'show on renovation filter' shows 'all relevant filters'. However when I insert or draw anything it comes in on the design filter and does not show up on my construction document views. I can open the design view and change the renovation filter to 'all relevant' and then it shows up on construction document views.

Is there a setting somewhere else besides the renovation pallet that would override the properties? This is happening for all items (walls, roofs, slabs, polylines, fills, etc.)
