dimensions text setting

i have searched the help manual [found it!] and can't find the text settings that would have the option for the value placement [center, justified, etc] and offset between the text and dim line.

That's because there aren't any. But you can select just the text (if under On-Screen Display Options you activate Textbox Handles you will see a small angle at the lower left corner of the text, your cursor will change to a check mark here for selection) and drag it like any other element. Also, with just the text selected, you can open the dialog box for Dimension Text Settings (Command-T) and check Revert to Automatic Position, which is centered if possible, otherwise offset.

Thanks David. This is helpful so I don't have to re-search the manuals over and over .....
Revert to automatic position - what is the position placement, justified, center?
When I checked on it, it goes to justified right.

I have praised archicad for it being a smarter program and I am sure there's a good reason for not having that option but my next challenge is , do I have to do that step [manually centering' on every dimension line I placed on the drawing?

The text position depends on the Dimension Type (or Construction Method in the Info Box). In your example, you have selected the Cumulative Method under Dimension Type, so the text will be justified right (this is also the case for Base-line Method). If you change the Dimension Type to Linear Method (which is easily the most common for architectural drawings) then the text will be centered.
