On Windows 11 / v 28 (R3001; not dependent on language version) clicking the 'Archicad Help' menu item in the Help menu does nothing.
This has been reported by a fair number of other users also, and I have observed the same on 27 and earlier versions.
Changing the Windows default browser doesn't improve the situation.
Any tips what this might be about?

For me it opens the web browser and loads this page...
Can you open that link?
If you can I am not sure why it would not be working from the Help menu.
