Tool Tips on Windows 11?

I'm not a PC guy, but I have a client that is on Windows 11. The tool tips (help > show tool tips) does not appear to work on any of their computers. 
They can see them in ac28, but not 29.1.
Is there a known OS issue with windows, or something buried in the w/e that I'm not aware of?
