Has this file been quarantined by your anti-virus software?
If so then maybe you can restore it.
If not all I can thing of is to reapply the hotfix or possibly even Archicad and then the hotfix again.
I am in a habit of duplicating and renaming my Archicad program folder before I apply a hotfix.
That way I always have the original un-hotfixed version I can fall back on if I need to.

Thanks Barry.
I put the hotfixes in my download directory that also contains the original AC files. That way I can always go back.
I did turn off the virus checker before installing the hotfix version. I've now removed and reinstalled AC19, will turn off my virus checker (NOD32) and will try to install the hotfix.
