Thank you for reporting the issue and I am very sorry about the issue!
In theory, without running any installer, it is very difficult for the installer to do any harm to your computer. Once I had this issue with my own computer, it turned out that the drive was corrupted badly, and any operation with Explorer would result in a crash. This could be an early sign, so I suggest doing a drive checking before it's too late.

this is rather an issue with windows handling downloads and files, then with the source that offers the file.
(Looks like an incomplete download for me).
I managed to reopen my Download folder after deleted the Archicad 24 installer using networking shared folder method. Although I didn't use the PowerShell command line method but I believe my problem is very similar to what has been described in the website.
Definitely the issue is not due to the incomplete download file. As I tested a new Archicad installer (in pendrive) with my second computer (Windows 7) and I can open the folder and installer without problem. But my first computer (Windows 10) closes the file explorer immediately as soon as I browse the folder with Archicad installer saved inside.
Maybe try setting your browser to save the download to a different location?
Or try downloading with a different browser.
It certainly sounds like a system problem and not an Archicad issue.
