I suppose Graphisoft might fix this some day. But, currently, Russia is under sanctions for its invasion of Ukraine and there is no support for Archicad and no new or renewing licenses there.
The Russian-language version is bought in seven countries around the world. Anti-Russian sanctions have nothing to do with it. And Grafisoft continues to release Russian-language versions even after the announcement of sanctions.
