Add on called profiler.

See the help file attached to it. It is very easy to use and can do what you want quite easily.
It would also produce the mouldings around the windows in your picture.

Profiler will only create profiles in a horizontal plane. Once you have "lofted out" the shape that you need on the plan, then you need to use a 90º rotate transformation in the x axis to turn the object up vertically.

Please post again if you need help with this although there is a lot on this topic already.

There was one other thing that you will need to learn. The curved wall trim beneath the cornice is a bit tricky. This can iether be achieved by using a vaulted roof to trim the wall then deleting the roof afterwards or my preferred method, using a solid element operation using the cornice as the operator on the wall.
