Simply change this option to another Renovation Filter, then change it back to

I see the View highlighted on your first screenshot, but it must not be the one placed on Layout. Try checking the link to the desired saved View on the Layout drawing. Select the drawing on the Layout, > right-click > select "Link drawing to..." > select the saved View, where the Stair does show.

-make sure the stair object it's in the proper layer according to the layer combination you need (also, that the layer un which the stair should be is turned on)
-make sure that your saved view has the correct layer combination attached to it.
-if your are working with many clonned folders make sure that You are actually dragging the correct view into the layout (This happens to me once in a while. That is why i suggest to implement the ability to color code saved views!)
-on the layout, enter on the dragged plan properties and check that both pen set and layer combination are set to the default You established in your saved view.

Has anyone been able to solve the issue? I started a new project from a template and just noticed this happening. Everything that was suggested has been triple checked.

Thank you for sharing the issue and I am very sorry about the experience!
We had some record in our database about such issues, but unfortunately, we did not know why it happened, since there was no proper method to reproduce the bug!
There were some cases where the issue was fixed by setting the stair to another Renovation Status, then set it back to the old one, after that the stair would appear on layouts.

I've experienced the same issue in Archicad 23 (INT 4006 Win64 FULL).
I can confirm that the issue can be solved as simple as Minh suggested! Just change the Renovation Status of the stair, make an update of the Layout and then change the status of the stair back to the desired Renovation Satus and it will show up on the Layout!
It worked for me, thank you Minh for your intervention!
