My guess is that archicad still hangs on to the pre OSX layout of every GUI element being floating and separate. As we can see with apps using apples modern development tools the palettes are more locked together or part of the window.
This makes it easier to enter a full screen mode. My fear is that GS has not even begun to finally modernize the GUI and does not intend to.
