I just set my Publisher sets to "Save As" PDF files using the default built-in PDF convertor.
It is even set to the default resolution or 300 DPI for arcs.
I don't "Print" to an external PDF convertor usually.
But if ever I do then I use any of the free PDF creators that you can find on the internet.
PDFCreator seems to be the one I have installed at the moment.
If you want full control over the PDF creation and editing then you might want to look at Adobe Acrobat Pro - but you will need to pay for it.
If ever I need to add or separate pages in a PDF after creation then I just make a new Publisher Set in Archicad and publish it again.
The only criticism with the built-in PDF convertor that I have is the the file size can be bigger than other external PDF convertors.
But it handles the output from Archicad the best.
External convertors can sometimes have trouble with the % fills and some of the other fills in my experience.
