vista min requirements home or business?

I notice the requirements of AC12 state Vista Business / Ultimate.

Is there any reason why we wouldn't want to run it on Vista Home Premium?

It's not officially supported. It might run but why take a chance for the small savings.

I have Vista Home Premium and I have not experienced any problem with either AC12 or AC11.
But, getting the 64-bit version is a good move because even if you have 4 GB of RAM, the 32-bit version sees and can use only 3 GB of it.
But of course, it is your choice, as Matthew said this is not supported officially.

The reason that it's not supported is that no-one at GS has tested ArchiCAD on the Home edition. I can't see any reason why there would be a problem, but they can't recommend that people run ArchiCAD on a platform they haven't even looked at.
As an aside, definitely get vista-64(or better yet, XP-64). to be productive in Vista, you really need 4Gb of RAM. 2Gb works but you'll find yourself running out of memory a lot in ArchiCAD, as the OS is using about 1.5Gb to do it's own thing
