Given it is a window, chances are it used the GS macros. You will either need to use the monolithic library, export the required macros, or recode the objects to use the new macros. Library packages as well as the associated changes have basically bricked most custom doors and windows that relied on the default macros...

it contains lots of object not just windows that fit my country's low

all objects are locked so i can't code anything cause it was bought by my firm from someone who made this in older version.

Maybe try placing all of the relevant parts in a new file that has been purged, when saving it as a .pla. This should isolate all of the macros used, which you can then export to a new folder to load into your new files.

Based on your screenshot it looks like the object is erroring. Missing macros are the most likely candidate as lingwisyer suggested. But it could be something else too.
Check the session report window to identify what is throwing the error.

sorry, do you mind explain it i detail. should i put the objects that i want in a pla file (archicad 25) then maybe hotlink it to a archicad 28 file?

Place the object in a empty file that it works in, so AC25. Purge the file of unused attributes and objects such as drawing titles. Archive the file with the option to embed used objects. Open the archive, go to the embedded library and extract the objects and macros to an external folder. Load external folder into AC28.

Did your archive file contain lots of things in it's embedded library that were not there in the original file? If your orignal file had nothing in the embedded library, and the only placed objects were the ones you were after, the archive will only contain those relevant objects and their macros.
