same place as it is in 10.

sounds like you've managed to get your work environment a wee bit screwed up. open the work environment settings and go to the 'tool schemes' > 'toolbox...' tab and re-configure your toolbox.

Where is it located? I can find a empty corner window but nothing with frames or glass.
