Creating Library parts

I am having an issue with creating library parts, it seems that i dont have that option as set out in the manual (seen attached PDF) has anyone experienced this before, if yes what is the solution?
the only alternative i have found is to open ArchiCAD 15 and create library part there then bring into ArchiCAD 16.
ArchiCAD 18, 19
