I think this has been discussed before (you could try a "search", button above).
Suggested fixes include opening the library parts, modifying them as necessary and saving (a copy), or setting up favourites of commonly used parts with all settings correct in a template file.
The default fill is either wrong, or you have opened a file that set the default fill to a wrong one. Are you continuing a file that was created in a previous version?
