Do you mean how do you access GDL (it is part of the program so you already have it installed if ArchiCAD is installed) or where do you put GDL objects for use in the program? If you mean the later then place the objects in a folder that is loaded by the program. If you do not have an office or project library that gets loaded by default, now is the time to create one. This folder can live anywhere on your hard drive (but it should be someplace that won't move or change names). In ArchiCAD go to FILE > LIBRARIES AND OBJECTS > LIBRARY MANAGER in the left hand side of the dialog box, browse to the folder you wish to load then click the ADD button below followed by the RELOAD button.
