The CSI format used here in the US is how the US archicad default library is set up. The international library version of archicad is set up out of the box quite differently, with very few divisions and so difficult to find parts. I've heard from several international users including Australia that they have adopted the CSI format.
I would add to Matthew's approach to make sure all custom objects have the CORRECT SUBTYPE assigned. Then when the library settings box is set to SUBTYPE VIEW as opposed to FOLDER VIEW all users can quickly and easily find the part(s) they are seeking.
