I just updated to 28 and have been re-setting up my template to work with the new global Library (I'm working in a new template file). I used the NCS Drawing Title 2 (1st image) but it seems not to be included in the new global library. The closest one is Linear Drawing Title, but I can't get the font to justify left or the page number show up on the bottom part of the bubble (2nd image).
How do I either (a) get the drawing title I like imported into the template or (b) have this new title appear as the old NCS one?

You might need to load the Archicad Legacy Objects library pack.
If it is not installed already, you can download it from here ...

Also ensure that you are loading all of the USA libpacks.

NCS Drawing Title 2 is in the Archicad Legacy Objects lib pack as Barry suggested. A little surprising to me as traditionally this was a USA-only title object based on a US standard.
The next time it seems something is missing - create a fresh project from the default/delivered USA template... which will load all library packs including legacy ones and the US annotation one ... and dig around. That might help you discover which libpacks need to be added to your template. 💡
