writing i/o scripts to read external data files

guess my programming skills are poor but trying to write a script to read an external x.y.z points file and convert to a 3D grid perhaps using planes. Anyone willing to share an example?

The problem will not be to import the points, but to calculate which are neighbours, which are in the same plane and resulting out of this, which built a valid polygon.

For importing external data you need to know, which datat format they will have, and where they do come from. (CSV, TXT, XML etc.)
