good evening, can I buy a used licence from a foreign country (e.g. UK or Australia) and then use it in my own country?
for transfer fees do i have to follow the rules of the seller's country?
for upgrade fee, annual SSA, do i have to follow the rules of my country?

Sure you can buy a foreign license (if you can find one - a real one), but you will have to check with your local distributor if you can transfer it into your name, upgrade it and pay the support fees for it.
If you can't transfer to your local provider, you may be able to keep it with the provider of the country it is from.
But again, you will have to check with them if you can transfer it to your name with the upgrades and support.
I think by the time you pay transfer fees and upgrade fees, you are probably just better off buying a new license.
