CodeMeter switching back to Start Service after restart

This seems to have started with a recent Ventura update.  After restarting AC can not detect license.  I can open CodeMeter in System settings, unlock it, select "Start Service" and all is well, unless I restart the computer.

Any ideas how to fix this?
