How do I sell my license?

You can do so here in the General Discussions forum as many others have done.
I am assuming you are talking about selling your perpetual license?
If it is a hardware USB key, I guess you can just pop it in the post and the buyer can just use it (after downloading the correct language version of the software).
No need for transfer of owner as far as I can see, but if you want to transfer it legally, you or the buyer should check with you local support - I am sure there will be a fee.
If it is a software key, you and/or the buyer will have to check if it needs to be transferred to the buyer - fees may be involved if so.
Negotiation of prices is best done in private.
Buyer beware - perpetual licenses can not be upgraded, so you get what you get, and that is it.
Price should reflect that.
If you want the latest Archicad, you will need a subscription and there is no need to buy a perpetual license.
As far as I know you can not sell your subscription license, but check with your local support if you happen to be locked into a 3 year contract.
Just cancel the subscription when it ends.
You can always start a new one should you need Archicad again.
