Issue was deleted and canno show the image but Dimention of a dimension reads differently

I placed a picture Scaled that drawing and measured with a dimension. overall down the image and ALL was Good Then I measured the measurement and the new measurement of the measurement never the image And the measurements are totally different. Note did not measure the image...
