You should be able to control that for everything that is cut within the the section marker settings under CUT CLEMENTS within the Model Appearance tab. Or do you want to control specific items independently of each other?

In the criteria box above, if you have fills selected as the element type, it does allow you to then add an additional criteria of Fill Category to further filter what will be overridden. I don't believe you can filter like that for Lines or Polyline...

Yes in ArchiCAD 27(which your signature lists) it is once again possible. As long as you are viewing in 3D, SaveAs should have an FBX extension available to select

You can edit the whole rail by using Element ID or a defined property, and then using that defined ID or Property as a graphic Override, that assigns a single material. Its not an ideal setup but it does appear to work decently.
