A constraining network of snap points in display view?

Suddenly - of course I must have done something, but I don't know what. I can enter data only at certain points on the display. The closest point to the cursor is indicated by a dynamic "dot" - it constantly follows the cursor. Please advise.

You probably inadvertently hit "Control S" which activates the "snap grid" function. Go to the upper tool bar, to the right of the "tracker" - I think - you'll see the grid function button. Click on it and it should revert back to what you're more used to from a functional standpoint.
