I'm not sure what you're asking. Are there new features in AC11?

If you read the press releases, it sounds as though Nemetshek is planning to be kind of hands-off, leaving Graphisoft to mostly run on its own. I'm not sure we end users will ever notice the difference.

Allplan is used widely in Germany. The perfect exchange of data between Allplan and AC must be very good thing.
Some goodies from Allplan can be also copied in AC (legally no problem).

AC 12 can be great.

www.nemetschek.com IFC

Nemetschek seems to use IFC to transport information between ArchiCAD, Allplan and Vectorworks.

There is a short interview with the VP of Graphisoft NA in Ralph Grabowski's upfrontezine newsletter today which gives some insight into the whole Archicad, Allplan, VW setup and a brief mention of AC11 new features...

(this is issue 518, the link will give a newer version in 2 weeks time)
scroll down to the 2nd story, don't use the headline link 'Update on Graphisoft' as it is wrongly linked...

AC10 is great.
I will take at least 2 years to manage to work through with AC10
And than
AC 12 would be great with new drawing manage system.

an anyone explain what this statement from the article means..

"Earlier ArchiCADs used hotlinks to propagate changes within floors; Release 11 now makes the changes vertically, between floors."

Previously you could hotlink only one floor to one floor. Now you can hotlink whole building. I cant wait for that actually.
