AC19 Resize Command only works horizontally not Vertically

BUG.
• Select objects and invoke Resize Command with "Define Graphicly"
• Select base Point and move vertically
• Type the Distance
• Measure and it will not match the distance you typed. If you have a reference line then the Resize will be correct

If you do this horizontally then Resize works as expected.

I think I have it.
• Going horizontal on the resize if you type the distance without typing "R" first the number goes in the X Coordinate.
• If you do it in the Y direction and you do the same thing then the number will also go in the X coordinate so it will not give the correct distance.
----
Solution is to type "R" before typing the distance.

So the "Bug" might be that AC is not defaulting to fill the number as the Distance but it is filling it in the X Coordinate.

If you have your tracker set to 'Prefer X & Y coordinates' then the 'X' value will be the preferred value when typing.
You must press TAB or click on the 'Y' value to set it as the active value.

If you have your tracker set to 'Prefer Polar coordinates' then 'Distance' will automatically be the preferred value.

I knew/suspected it had to be one of those settings that you set once, forget about them and when by some reason you change a workflow(new guidelines) they come back to bite you.
Time to check the W/E Settings.

and how is it explained that to resize elements top to bottom the exact same distance( typing it in) as from bottom to top will generate different dimensions as in the video I posted ? I set project preference for dimensions to 1/64" for this.
