The lamps have their own "tool" — a lightbulb symbol on the toolbar.

Hi,
It's possible that the default toolbar doesn't contain the lamp tool.
You have to load it with the help of Option/Work enviroment.

Ok i have another prob with lamps. How turn them on, that they shine?

After you switch them on in the lamp dialog,
In photorendering settings, enable lamps as a light source.
