In your Work Environment, you want to 'enable element info tag'.

Kind of works. It works in the work field (main screen), but not in the Design bar

What is the Design Bar?

On my computer, it's the command bar on the left of the screen, containing the design, viewpoint, and document commands

Ah, that is the 'Tool Box' palette.
As Ling suggested, 'Show tooltips' will show info for this and all other tool bars.
