Still can't see any details, or your signature, for that matter.
Is the file you are opening created by yourself or someone else?
Are you sure that the reported version is not 10.0?
This does sound as if you are trying to open a file created in Archicad 10 using Archicad 9. That can't happen.

Yes, maybe someone else has inadvertantly opened the file in AC10 and saved it.

We don't have AC 10 yet. That was our next upgrade now that we have a new server. The file was created in the office as a new project (no imported dwg files) and worked on by two individuals. It was last saved Feb 3, 2006
I just went back to my profile to make sure that the additions to the signature block were showing up. This is what I added.
I am running Acad 9, 2219 USA Full on an IMac G5 1.8 GHz, 768 DDR SDRAm OS 10.4.8.
